The invited competition brief for the 45,000 person housing development along a major highway leading to St. Petersburg asked for increased roads and parking area to accommodate the growing Russian middle-class demand to own cars. In response, the proposed design increases parking capacity while reducing on-site car traffic. This is accomplished by eliminating East - West roads. North - South roads provide car access to the site and residential units, while a bike / pedestrian loop connects points within the development. Removing all East - West roads significantly reduces the infrastructure cost which typically is the most expensive part of the overall construction budget. Having fewer roads freed up space on the site to provide more open park space.
